The ONF project “For the Rights of Borrowers” proposed to give Russian pensioners the opportunity to refuse online payments and outgoing transfers. The corresponding initiative was sent to the Central Bank. Izvestia wrote about this on Tuesday, February 9, citing materials from the organization.
Social activists propose to introduce an option for a voluntary written refusal to make online payments and outgoing transfers. This means that pensioners will have the right to disconnect from particularly risky functions that they rarely use, and leave only the functions of withdrawing cash, paying in stores, and incoming transfers. The ONF noted that elderly Russians often become victims of fraudsters, therefore, a way found by public figures to help protect pensioners from swindlers.
Another solution involves the possibility of filing an application with a mobile operator banning the receipt of SMS-messages with codes for the transfer of funds, said the head of the ONF project “For the rights of borrowers” Evgenia Lazareva. She noted that the implementation of the idea will not require significant financial costs, but at the same time will reduce the number of crimes in the shortest possible time.
Lawyers interviewed by the publication explained that voluntary refusal of operations does not contradict the law. The Central Bank told the newspaper that they are already working on creating additional protection for pensioners and disabled people when using financial services.
Earlier, the head of the public movement “For Security” Dmitry Kurdesov proposed to introduce a limit on the amount of online payments of pensioners. He explained that phone scams have intensified in 2020. They try, under various pretexts, to gain access to the accounts of senior citizens or by manipulation force them to transfer money to other people’s cards on their own.
