The State Duma, with the support of the government, is developing a bill on fines for collecting money for unauthorized charity. In March, the Code of Administrative Offenses (CAO) may supplement the article “Violation of the rules for installing and using boxes for collecting donations,” Izvestia writes.

The authors of the bill explain the initiative by the need to protect Russians from fraudsters who can start collecting funds without the permission of the authorities. If the draft law is adopted, such an opportunity remains only for organizations that have prescribed fundraising in their charter, as well as entered into an agreement or agreed with regulatory authorities.

Deputy Chairman of the State Duma Committee for Control and Regulation Natalya Kostenko explained that the rules themselves were adopted a year ago, but until now there was no responsibility for their violations. Now the perpetrators will face fines ranging from five to 150 thousand rubles and confiscation of the instrument of fraud.

According to the deputy, the innovation will affect those who copy the announcement of fundraising for the treatment of children or go on trains and at railway stations, but appropriates what they have collected. If you start to punish them, she is sure, then the trust in donors will increase.

At the same time, the factions of the Communist Party of the Russian Federation and the Liberal Democratic Party do not exclude that in this form the bill will complicate the collection of assistance to ordinary citizens who find themselves in a difficult situation.

In the spring of 2019, the Yekaterinburg authorities fined the Zhiznmart store in Yekaterinburg, which was distributing free food to those in need. Since they did not find the facts of issuing expired products, the fine affected other violations.
